1. Purpose. To prescribe the continuation of the Military
Sealift Command (MSC) as a major component of the Operating
Forces of the United States Navy and those channels through
which Commander, Military Sealift Command (COMMSC) will be
responsible to the Secretary of the Navy (SECNAV) and the Chief
of Naval Operations (CNO).
2. Cancellation. SECNAVINST 5430.11F.
3. Applicability. This instruction applies to the MSC as a
major component of the Operating Forces of the United States
Navy and those channels through which COMMSC will be responsible
to the SECNAV and the CNO.
4. Policy. OPNAVNOTE 3111 of 22 May 2006 administratively
realigned COMMSC under CNO and Commander, U.S. Fleet Forces
Command (COMUSFLTFORCOM) for Navy-wide alignment of training,
manning, and equipping responsibilities. COMUSFLTFORCOM is the
Budget Submitting Office for COMMSC. This notice also directed
the assignment of MSC as the Navy’s Service Component to
Commander, U.S. Transportation Command (CDRUSTRANSCOM).
Reference (a) designated CDRUSTRANSCOM as the Department of
Defense (DoD) single manager for transportation, other than
Service-unique or theater-assigned assets, and assigned MSC
under CDRUSTRANSCOM Combatant Command (COCOM). Reference (b)
established procurement policy designating MSC as a Navy head of
