Subj: COMMAND RELATIONSHIPS WHEN THE COAST GUARD IS OPERATING
AS A SERVICE IN THE NAVY

1. Purpose. To provide for the command relationships of the
Commandant of the Coast Guard with the Secretary of the Navy
(SECNAV) and the Chief of Naval Operations (CNO) upon the
declaration of war or when the President directs the Coast Guard
to operate as a Service in the Navy.
2. Cancellation. SECNAVINST 5430.80D.
3. Applicability. This instruction applies to all Department
of the Navy personnel to include the United States Coast Guard
when assigned. The United States Code designates and prescribes
the functions of the Coast Guard as a Service in the Department
of Homeland Security (DHS). Reference (a) provides for the
conditions when the Coast Guard will operate as a Service in the
Navy and when it will transfer back to the DHS.
4. Policy. To provide guidance for the occurrence or
circumstance when the United States Coast Guard operates as a
Service in the Navy.
5. Guidance.
Reference (a) and section 5013a of Title 10,
United States Code further prescribe SECNAV’s authority over the
Coast Guard while operating as a Service in the Navy. Reference
(b) provides the SECNAV’s powers and duties with respect to the
Coast Guard whenever the Coast Guard operates as a Service in
the Navy. Effective basic planning documents prescribe detailed
military responsibilities and command relationships.
