SUBJECT: Department of the Air Force (DAF) Guidance Memorandum (GM) to Department
of the Air Force Instruction (DAFI) 16-701, Management, Administration and
Oversight of Special Access Programs
By Order of the Secretary of the Air Force, this Department of the Air Force Guidance
Memorandum (DAFGM) immediately redesignates AFI 16-701, Management, Administration
and Oversight of Special Access Programs, as a Department of the Air Force Instruction (DAFI)
and implements changes to it. Compliance with this Memorandum is mandatory. To the extent
its directions are inconsistent with other Department of the Air Force/United States Air
Force/United States Space Force publications, the information herein prevails, in accordance
with Department of the Air Force Instruction (DAFI) 90-160, Publications and Forms
Management and Department of the Air Force Manual (DAFMAN) 90-161, Publishing
Processes and Procedures. This guidance applies to all civilian employees and uniformed
members of the Regular Air Force, the United States Space Force, the Air Force Reserve, the Air
National Guard, those with a contractual obligation to abide by the terms of DAF issuances, and
non-DoD U.S. Government Agencies whose personnel, by mutual agreement with the DAF,
require access to DAF Special Access Programs (SAP).
DAFI 16-701, section 6, The Appeal Board for SAP Access, paragraph 6.3.5.1 is hereby
rescinded as originally written and re-issued as follows:
6.3.5.1 Upon favorable adjudication of derogatory information by the Defense
Counterintelligence and Security Agency Consolidated Adjudication Services (DCSA CAS),
submit a request to the Director, DAF SAPCO, explaining that they would like to exercise their
right to appeal the decision.
Additionally, DAFI 16-701 OPR is hereby changed from SAF/AAZE to SAF/AAZO to
reflect current organizational structure.
Ensure all records created as a result of processes prescribed in this publication are
maintained in accordance with AFI 33-322, Records Management and Information Governance
