SUSTAINMENT
UNDER SECRETARY OF DEFENSE (COMPTROLLER)/CHIEF
FINANCIAL OFFICER, DOD
DIRECTOR, DEFENSE CONTRACT MANAGEMENT AGENCY
AUDITOR GENERAL, DEPARTMENT OF THE AIR FORCE
SUBJECT: Evaluation of DoD Contract Oversight for the Global Positioning Satellites Next-
Generation Operation Control Segment (Project No. D2025-DEV0SO-0119.000)
The purpose of this memorandum is to notify you that we are initiating the subject
evaluation. The objective of this evaluation is to assess the effectiveness of Space Force contract
oversight for the Global Positioning Satellites (GPS) Next-Generation Operation Control
Segment (OCX) program in accordance with Federal, DoD, and Space Force policies.
Specifically, the evaluation will address challenges related to delays and cost increases for the
program that were identified in H. Rept. 118-121, “Department of Defense Appropriations Bill,
2024,” 118th Cong., June 27, 2023. We may revise the objective as the evaluation proceeds, and
we will consider suggestions from management for additional or revised objectives. We plan to
perform this evaluation in accordance with the Council of Inspectors General on Integrity and
Efficiency “Quality Standards for Inspection and Evaluation.”
We will perform the evaluation at the GPS-OCX Program Evaluation Office, El Segundo,
California, and the Defense Contract Management Agency, Fort Lee, Virginia. We may identify
additional locations during the evaluation.
We request that you designate two points of contact for this evaluation within 5 days of
the date of this memorandum. One point of contact should be a Government employee — a GS-
15, pay band equivalent, or the military equivalent— who is knowledgeable of contract oversight
for the GPS-OCX program. The second point of contact should be a member of the Senior
Executive Service or a General/Flag Officer who is familiar with GPS-OCX contract oversight
and could serve as a point of engagement with DoD Office of Inspector General senior leaders, if
necessary. Send each contact’s name, title, grade/pay band, phone number, and email address to
