WARFARE LIBRARY AND JOINT DOCTRINE PUBLICATIONS
Ref: (a) NTRP 1-01, The Navy Warfare Library User Manual
1. Purpose.
a. To provide information and guidance concerning communications procedures for the
Navy Warfare Library (NWL) and distribution of joint doctrine publications.
b. Updates to OPNAVINST 5605.19 align with the June 2021 edition of NTRP 1-01, the
Navy Warfare Library User Manual. Changes include updating the name of the NWL’s website
and URLs for access, referenced instructions and other administrative matters.
2. Cancellation. OPNAVINST 5605.19K.
3. Scope and Applicability. The provisions of this instruction are applicable throughout the
U.S. Navy.
4. Background. Distribution of communications, tactical and doctrinal publications is
accomplished by a combination of push and pull methods to Navy users. Commander, Navy
Warfare Development Command (COMNAVWARDEVCOM) establishes procedures for
distributing the NWL and joint doctrine publications via reference (a). Communications
publications are obtained via websites listed in this instruction.
5. Definitions.
a. Allied Publication (AP). A publication produced by an alliance or coalition to provide
standard doctrine, tactics and procedures during multinational operations. Most APs used by the
U.S. Navy are sponsored by the North Atlantic Treaty Organization (NATO).
b. Communications Publication. An Allied communications publication (ACP), Joint Army
Navy Air Force publication (JANAP) or naval telecommunications publication (NTP).
