1. Purpose. To prescribe policies regarding donor support for the Navy and the Armed Services
Blood Programs (ASBP). This instruction is a complete revision and should be reviewed in its
entirety. The changes in subparagraphs 1a through 1c have been implemented.
a. Revised responsibilities of Chief, Bureau of Medicine and Surgery (BUMED), type
commanders, component commands, medical treatment facilities (MTF), and Navy and Marine
Corps shore activities.
b. Added regulatory requirements to civilian blood agencies collecting blood aboard
military installations.
c. Revised “Donor Priorities” to align with the Assistant Secretary of Defense (Health
Affairs) policy memorandum 04-019, Revised Policy Regarding Civilian Blood Collections on
Military Installations, Leased Facilities and Aboard Ships, dated 10 August 2004.

a. Reference (a) describes the ASBP and provides general guidance for the operation and
interface of the blood programs of the U.S. Army, U.S. Navy, and U.S. Air Force. Reference (b)
implements reference (a), assigns responsibilities, and prescribes procedures under reference (a)
to carry on the responsibilities of the ASBP during peacetime, contingency, and wartime
