1. Purpose
a. To issue policy guidance for establishing entitlement to Flight Deck Hazardous Duty
Incentive Pay (FDHDIP) per references (a) and (b).
b. Major changes to this instruction include updated FDHDIP quotas for eligible ships,
squadrons and other units per enclosure (1). This is a complete revision and should be reviewed
in its entirety.
2. Cancellation. OPNAVINST 7220.4K.
3. Scope and Applicability. This instruction applies to members that are billeted specifically to
flight deck duty and in consideration of those members that are qualified to participate in
frequent and regular flight deck operations on eligible air capable ships to which hazards of duty
may ensue in line with reference (a).
4. Definitions. Specific terms are defined in enclosure (2) with acronyms in enclosure (3).
5. Background. FDHDIP was initially authorized to pay only flight deck personnel on fixed-
wing aircraft carriers, who performed their frequent and regular duties during flight operations
around, under and in extremely close proximity (within inches) to moving aircraft. In 1981,
