Encl: (1) Definitions.
1. Purpose. To define policy, authority and responsibility for management of the Navy’s
disposition process for excess, obsolete, unserviceable and waste military munitions (WMM)
generated or received at naval activities. The disposition process includes redistributing,
transferring, donating, selling, demilitarizing (DEMIL), treating, destroying, or other end of life
cycle guidance for Department of Defense (DoD) personal property. This instruction is a
complete revision and should be reviewed in its entirety.

3. Background.
a. Per DoD Manual 4160.21, Volume 1, Defense Materiel Disposition: Disposal Guidance
and Procedures, 22 October 2015, the DoD assigns the disposition of all excess and surplus
materiel to the Defense Logistics Agency. However, the disposition of military munitions or any
materiel potentially presenting an explosive hazard (MPPEH) that has not been documented as
safe will remain the responsibility of the Military Services.
