1. Purpose. To provide Navy policy and issue the responsibilities and procedures for
developing, implementing and maintaining the Navy personnel conventional ammunition and
explosives (AE) handling qualification and certification program per OPNAVINST 8020.14A.
This instruction is a complete revision and must be reviewed in its entirety.
2. Cancellation. OPNAVINST 8023.24C.
3. Scope and Applicability. This instruction applies to all U.S. Navy personnel, identified in
enclosure (1), whether ashore or afloat, who are directly involved in AE handling evolutions.
This includes personnel who physically interact with AE as well as personnel performing quality
