1. Purpose. To assign responsibility for inspection, certification and audit of specialized
infrastructure at Navy shore installations.
2. Cancelation. OPNAVINST 11230.2B.
3. Background. Certain facilities within the Navy shore domain require specialized technical
inspections and often, certifications to ensure proper working order, safety of equipment, mission
and personnel and to comply with federal, state and local regulations. These inspections are in
addition to general facility condition assessments, performed to document condition for future
investment decisions. The facilities or assets designated for specialized infrastructure inspection
are of such complexity and significance; principally due to life, health and safety concerns or
operational impact that a standardized approach, centralized management and routine oversight
are necessary.
4. Action. Commander, Naval Facilities Engineering Systems Command
(COMNAVFACENGSYSCOM) will administer the Specialized Infrastructure Inspection
Program for the Chief of Naval Operations (CNO) as the Department of the Navy authority for
construction and facility engineering programs, including technical and management authority,
life-cycle management and in-service engineering, per reference (a).
COMNAVFACENGSYSCOM will establish policies and procedures for the management and
oversight of inspections for the facilities or assets listed in enclosure (1), sufficient to ensure:
a. They are inspected on a periodic basis as determined by COMNAVFACENGSYSCOM
per the Unified Facilities Criteria or similar consensus standard when a Department of Defense
or Navy standard does not exist.
