1. Purpose
a. To update and delineate specific responsibilities for managing the Mobile Utilities
Support Equipment (MUSE) Program.
b. Summary of changes to the instruction include MUSE no longer supporting steam plants
in inventory; clarification of annual budget review with Office of the Chief of Naval Operations
(OPNAV) Director, Shore Readiness Division (OPNAV N46); addition of OPNAV N46
responsibilities; clarification of transportation funding responsibility for non-Department of
Defense (DoD) user activities; and clarification of where to request MUSE support. This
instruction is a complete revision and should be reviewed in its entirety.
2. Cancellation. OPNAVINST 11300.5C.
3. Background. The MUSE Program provides specialized, easily transportable utility
equipment and subject matter expertise for temporary support of shore power systems. MUSE
includes electric power plants, substations, and electrical switchgear to meet emergency and
unforeseen utility requirements. MUSE designs incorporate features to achieve maximum land
and air transportability, and maximum standardization and interchangeability of equipment,
components and parts, and technology upgrades.
4. Scope and Applicability. This instruction applies to all U.S. Navy commands, activities, and
personnel involved in the Navy MUSE program management and oversight processes.
5. Definitions. For the purpose of the MUSE Program, the definitions in subparagraphs 5a
through 5g apply:
a. Normal Deployment. Assigning MUSE to an activity for a period of up to 48 months.
b. Extended Deployment. Extending a normal deployment for a period in excess of 48
months. Unless directed by OPNAV N46, deployment extensions will not exceed 48 months
beyond the normal deployment.
