This instruction implements Air Force Policy Directive (AFPD) 13-1, Command and Control
Enterprise (C2 Enterprise). This instruction provides guidance and procedures for the Air Force
program for evaluating ground-based surveillance radar systems and sensors (fixed, tethered and
mobile). This publication applies to all civilian employees and uniformed members of the
Regular Air Force and the Air National Guard. It does not apply to the United States Space
Force or Air Force Reserve units and members. This instruction requires the collection or
maintenance of information protected by the Privacy Act (PA) of 1974. This Instruction requires
