This publication implements Air Force Policy Directive 36-1, Appropriated Funds Civilian
Management and Administration, and supplements guidance in Department of Defense
Instruction (DoDI) 1400.25, Volume 431, DoD Civilian Personnel Management System:
Performance Management and Appraisal Program. The DoD instruction is printed word-
for-word in regular font without editorial review. The Department of the Air Force
supplementary material is printed in bold font and indicated by “(Added)(DAF).” This
supplement provides Department of the Air Force guidance on the performance
management and appraisal program, new employee and supervisory probation, employee
and supervisory training, and performance-based awards. This publication describes
Department of the Air Force responsibilities, to include United States Space Force
responsibilities, under the DoDI and establishes the Department of the Air Force
requirement, to include United States Space Force requirement, to support the program.
This instruction applies to Title 5 and Title 10 (United States Code) Department of the Air
Force, to include United States Space Force, and Air National Guard civilian employees.
This Department of the Air Force instruction (DAFI) does not apply to Civil Air Patrol,
Title 32 (United States Code) Air National Guard technicians, nor does it apply to Title 5
civilians assigned to duty with the National Guard Bureau, or their Field Operating
Locations, when there is controlling National Guard Bureau guidance in place. This
instruction does not apply to any employees listed as exclusions from coverage in Appendix
3A of this publication. All references to United States Air Force terminology, units, and
positions will also apply to the equivalent in the United States Space Force, as appropriate.
For example, references to Major Commands (MAJCOMs) or Numbered Air Force
(NAFs) will also apply to Field Commands (FLDCOMs). References to wings will also
apply to deltas/garrisons. Air Staff roles and responsibilities (i.e., AF/A1) may also apply
to the equivalent Office of the Chief of Space Operations (Space Staff) office (i.e., SF/S1,
