This manual implements Headquarters Air Force Mission Directive 1-12, Assistant Secretary of
The Air Force Financial Management and Comptroller. This manual provides base-level military
pay policy and procedural guidance for Air Force units other than finance offices. This Air Force
Manual (AFMAN) applies to all uniformed members of the Regular Air Force, Air Force Reserve,
Air National Guard, and civilian personnel performing duties associated with processing of
military pay affecting documents for those serving in an active duty status. This AFMAN may not
be supplemented. Refer recommended changes and questions about this publication to the Office
of Primary Responsibility (OPR) using the Air Force Form 847, Recommendation for Change of
Publication; route Air Force Forms 847 from the field through local Financial Management Flight
(FMF), Major Command (MAJCOM) functional managers or Air Force Installation Mission and
Support Center (AFIMSC) to Secretary of the Air Force, SAF/FMFC, Air Force Accounting and
Finance Office – Finance (AFAFO-F). Ensure all records created as a result of processes
prescribed in this publication are maintained in accordance with AFMAN 33-363, Management of
Records, and disposed of in accordance with the Air Force Records Disposition Schedule located
in the Air Force Records Information Management System. The authorities to waive wing/unit
level requirements in this publication are identified with a Tier (“T-0, T-1, T-2, T-3”) number
following the compliance statement. See AFI 33-360, Publications and Forms Management for a
description of the authorities associated with the Tier numbers. Submit requests for waivers to the
publication through the local FMF, MAJCOM functional managers or AFIMSC to SAF/FMFC
