This Directive states the mission, command, and responsibilities for Air Force Operational Test
and Evaluation Center (AFOTEC). Refer recommended changes and questions related to this
publication to the Office of Primary Responsibility using the AF Form 847, Recommendation for
Change of Publication; route AF Forms 847 from field units through the appropriate chain of
command. Ensure all records generated as a result of processes prescribed in this publication
adhere to Air Force Instruction 33-322, Records Management and Information Governance
Program, and are disposed in accordance with the Air Force Records Disposition Schedule, which
is located in the Air Force Records Information Management System.
SUMMARY OF CHANGES
This Air Force Mission Directive (AFMD) has been revised to include significant test integration
responsibilities. Major changes include direction to partner with external organizations and
facilitate Department of the Air Force (DAF) initiatives to integrate and modernize developmental
test, operational test, and operational training activities.
1. Mission. As the Department of the Air Force’s Operational Test Agency (OTA), AFOTEC
evaluates the capability of systems to meet warfighter needs by planning, executing, and reporting
independent operational assessments, tests, and evaluations. From concept development to system
fielding, AFOTEC evaluates a system’s overall operational mission capability, under realistic
conditions, as determined by effectiveness, suitability, and other operational considerations, and
assesses operational impacts in future and current battlespace environments. AFOTEC will
