Purpose: In accordance with the authority in DoD Directive 5124.02, this issuance establishes policy,
assigns responsibilities, and prescribes procedures for military leave, liberty, and administrative
absences that:
• Provide uniformity amongst the Military Services in accordance with Section 704 of Title 10, United
States Code (U.S.C.).
• Provide respite from the work environment in ways that improve performance and increase
motivation.
• Provide time off to address personal business and personal or family emergencies that cannot be
addressed through liberty.
• Ensure maximum use of accrued leave, minimize the loss of leave, and reduce the cost payments for
unused accrued leave.
