SUBJECT: Military Foreign Language Skill Proficiency Bonuses
References: See Enclosure 1
1. PURPOSE. In accordance with the authority in DoD Directive 5124.02 (Reference (a)), this
instruction:
a. Establishes policy, assigns responsibilities, and prescribes procedures for:
(1) The foreign language proficiency bonus (FLPB) pursuant to section 353(b)(1) of
Title 37, United States Code (U.S.C.) (Reference (b)).
(2) The Senior Reserve Officers’ Training Corps (SROTC) foreign language skill
proficiency bonus (SPB), pursuant to section 353(b)(2) of Reference (b).
b. Incorporates and cancels Under Secretary of Defense for Personnel and Readiness
(USD(P&R)) Memorandum (Reference (c)) and DoD Instruction 7280.03 (Reference (d)).
2. APPLICABILITY. This instruction applies to OSD, the Military Departments, the Office of
the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the
Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD
Field Activities, and all other organizational entities within the DoD (referred to collectively in
this instruction as the “DoD Components”).
3. POLICY. It is DoD policy that:
a. The Defense Language Program increases foreign language and dialect capabilities across
the DoD consistent with DoD Directive 5160.41E (Reference (e)).
b. FLPB awards increase strategic foreign language and dialect capabilities throughout the
