1. PURPOSE
. This Instruction implements within the Coast Guard reference (a) through (d)
requirements setting policy and procedures governing career transition, repromotion, and
placement programs for Federal civilian employees displaced or made surplus as defined in
this Instruction.
2. ACTION
. Area and district commanders, commanders of maintenance and logistics
commands, commanding officers of Headquarters units, assistant commandants for
directorates, chief counsel, and special staff offices at Headquarters shall ensure compliance
with the provisions of this directive.
3. DIRECTIVES AFFECTED
. Commandant Instruction M12330.3B is canceled.
4. COVERAGE.
. Some chapters of this Instruction apply to Coast Guard employees only, while
others apply more broadly. Employees without permanent appointment are not covered.
