1. Purpose.
a. To provide policy and procedural requirements regarding Reserve Component (RC)
Sailors’ performance of active duty (AD) beyond 16 years of cumulative AD service. This
instruction series provides policy and procedures for commands and organizations that issue AD
orders or source to requirements in order to ensure all entry into sanctuary or earning of a regular
retirement is the result of planned actions necessary to meet the needs of the Navy.
b. Major revisions to this instruction include an update that clarifies the process for
sanctuary requests, voluntary waiver of sanctuary rights, inadvertent entry into sanctuary and the
screening process regarding all order types. This instruction is a complete revision and should be
reviewed in its entirety.
