1. Purpose
a. Establish Department of the Navy (DON) weight handling
policy for Navy and Marine Corps commands and assign
responsibilities for administering a comprehensive DON weight
handling program.
b. Major changes to policy, procedures, and
responsibilities include:
(1) Broadens instruction applicability to include the
United States Marine Corps;
(2) The Navy Crane Center’s responsibility for
overseeing weight handling program compliance is changed from
“audit” to “evaluate;”
(3) Broadens the applicability of responsibilities from
“Systems Command Commanders and major claimants” to
“Commanders.” Weight handling program responsibilities apply to
Commands, activities, field offices, and units that manage,
execute, or oversee Navy and Marine Corps weight handling
functions;
