This publication implements Headquarters Air Force Mission Directive (HAFMD) 1-38, Deputy
Chief of Staff, Logistics, Engineering and Force Protection; Air Force Policy Directive (AFPD)
32-10, Installations and Facilities; AFPD 32-70, Environmental Considerations in Air Force
Programs and Activities; AFPD 32-90, Real Property Asset Management; and AFPD 90-20,
Mission Sustainment. This publication establishes a comprehensive and integrated planning
framework for development/redevelopment of Air Force installations. This publication applies to
all Regular Air Force installations located in the United States, its territories and possessions.
With the exception of Chapter 3 and Chapter 4, this publication applies to Air Force Reserve
(AFR) and Air National Guard (ANG) installations. This publication does not apply to AFR and
ANG units operating at civil airfields that are subject to Federal Aviation Administration
planning regulations. Chapter 6, Chapter 7, and Chapter 8 do not apply to Air Force Industrial
Preparedness facilities known as Air Force Plants. This publication may be supplemented by
Outside Continental United States Regular Air Force Major Commands (MAJCOMs), the Air
Force Reserve Command (AFRC), and the ANG. All supplements must be routed to the Office
of Primary Responsibility for coordination prior to certification and approval. Refer
