SUBJECT: Department of the Air Force Guidance Memorandum (DAFGM) to Department
of the Air Force Instruction (DAFI) 38-402, Airmen Powered by Innovation
and Suggestion Program
By Order of the Secretary of the Air Force, this DAFGM immediately implements
changes to Air Force Instruction (AFI) 38-402 change 1, Airmen Powered by Innovation and
Suggestion Program dated 25 February 2021. Compliance with this Memorandum is mandatory.
This publication applies to all civilian employees and uniformed members of the Regular Air
Force, the Air Force Reserve, the Air National Guard, the United States Space Force, and those
with a contractual obligation to abide by the terms of DAF issuances. To the extent its directions
are inconsistent with other Air Force publications, the information herein prevails, in accordance
with DAFI 90-160, Publications and Forms Management.
This Memorandum supports the overarching guidance or policy which drove this change.
Changes include updated applicability, waiver authority and submissions, new roles, and
responsibilities; clarification of oversight, governance, and decision processes; and simplified
procedures for submitting and processing ideas.
This Memorandum becomes void after one year has elapsed from the date of this
Memorandum, or upon incorporation by interim change to, or rewrite of DAFI 38-402,
Airmen Powered by Innovation and Suggestion Program, whichever is earlier.
