This publication implements policy guidance in Department of the Air Force Policy Directive
(DAFPD) 13-1, Command and Control Enterprise (C2 Enterprise) and DAFPD 10-9, Lead
Command Designation and Responsibilities for Weapon Systems. Offices of collateral
responsibility for this publication are Headquarters Pacific Air Forces (HQ PACAF)/A3/6CX
and National Guard Bureau (NGB)/A2/3/6/10Y. This publication gives standardization and
evaluation examiners (SEE) and crewmembers performance standards and procedures for
conducting proficiency evaluations. This publication applies to all combat mission ready (CMR)
and basic mission capable (BMC) operations crewmembers performing in air defense and
reconnaissance operations, including members of the Air National Guard of the United States.
This publication does not apply to the United States Space Force (USSF), the US Air Force
Reserve or the Civil Air Patrol. This publication applies to the following Air Force Specialty
Codes (AFSCs): AFSC 13B, Air Battle Manager; AFSC 1C5X1D, Weapons Director (WD);
AFSC 1C5X1, command and control battle management operators; and their Canadian
counterparts. This publication requires the collection and/or maintenance of information
