This manual implements Air Force Policy Directive (AFPD) 11-2, Aircrew Operations and AFPD
11-4, Aviation Service. It establishes Air Education and Training Command (AETC) guidance and
criteria for training, qualifying and evaluating United States Air Force (USAF) personnel
performing duties as military flight instructors (MFIs) in civilian aircraft flown in accordance with
(IAW) Federal Aviation Regulations (FAR) (Title 14 Code of Federal Regulations, Aeronautics &
Space) in support of the Initial Flight Training (IFT) program. It also provides operational guidance
applicable to MFIs and military students when flying civilian aircraft in support of IFT. It is
intended to complement, not replace, the requirements found in other Air Force instructions
(AFIs), Air Force manuals (AFMANs) and their associated supplements. This publication does
not apply to Air National Guard units, Air Force Reserve Command units, the United States Space
Force, nor civilian contractor personnel. Ensure that all records created as a result of processes
prescribed in this publication are maintained IAW AFI 33-322, Records Management and
Information Governance Program, and are disposed of IAW the Air Force (AF) Records
Disposition Schedule located in the Air Force Records Information Management System. Submit
suggested changes to this manual on Department of the Air Force (DAF) Form 847,
Recommendation for Change of Publication, through standardization and evaluation (stan/eval)
channels to the 19 AF Stan/Eval workflow email. This publication may be supplemented by lower-
level units. Forward proposed unit-level supplements to this publication to 19 AF Stan/Eval for
coordination before publication. The authorities to waive wing/unit level requirements in this
publication are identified with a Tier (“T-0, T-1, T-2, T-3”) number following the compliance
