This instruction implements AFPD 36-28, Awards and Decorations Programs and established
procedures within AFI 36-2805, Special Trophies and Awards and provides guidance on
implementing and sustaining Continuous Process Improvement (CPI) across the command
through the Innovation Madness competition. It establishes criteria and objectives for the
Lieutenant General William H. Tunner award associated with winning the Innovation Madness
competition. The purpose of Innovation Madness is to formalize and codify USAFE-AFAFRICA
CPI initiatives and outline a disciplined process to execute process improvement events
throughout the command. This instruction applies to all USAFE-AFAFRICA staff, USAFE-
AFAFRICA numbered Air Forces (NAF), Air Force Reserves, Air National Guard and other
organizations assigned or attached to USAFE-AFAFRICA. Refer recommended changes and
questions concerning this instruction to the office of primary responsibility (OPR), HQ USAFE-
AFAFRICA/A8B Innovation & Transformation Office (ITO), using AF Form 847,
Recommendation for Change of Publication, via E-mail to USAFE.ITO@us.af.mil. Ensure that
all records created as a result of processes prescribed in this publication are maintained in
accordance with AFMAN 33-363, Management of Records, and disposed of according to the Air
Force Records Disposition Schedule (RDS). It may be supplemented at any level, but all
supplements must be routed to the USAFE-AFAFRICA Innovation and Transformation Office
(U-A ITO) for coordination prior to certification and approval. Due to the National Guard
Bureau's (NGB) joint construct, the Air National Guard may defer to formal NGB
implementation guidance in lieu of this publication. The NGB's implementation guidance will be
coordinated with the USAFE-AFAFRICA Innovation and Transformation Office (U-A ITO).
