Purpose: This issuance:
• Establishes policies for DoD transportation engineering.
• Assigns responsibilities for DoD transportation engineering and incorporating effective
transportation engineering techniques and characteristics into DoD transportation processes, equipment,
and facilities.
• Directs coordination with Federal, State, and local government and industry to integrate DoD
transportation engineering and infrastructure requirements into commercial and civil transportation
programs.
• Directs coordination of DoD transportation engineering interests and requirements for common-user
DoD transportation systems and programs.
• Establishes requirements for the design and development of new or modified DoD equipment in
accordance with DoD Instructions (DoDIs) 4540.07 and 5000.02.
• Designates the Commander, United States Transportation Command (USTRANSCOM) as the DoD
Single Manager for DoD Transportation Engineering.
