SUBJECT: Implementation Memorandum for Permanent Change
of
Station Joint Task Force
To facilitate immediate modifications to the Defense Personal Property Program (DP3),
as outlined in my May 20 , 2025 , memorandum, "Immediate Modifications to the Defense
Personal Property Program," I directed the Under Secretary
of
Defense for Acquisition and
Sustainment (USD(A&S)) and the USD for Personnel and Readiness (P&R) to establish the
Permanent Change
of
Station Joint Task Force (PCS JTF). I hereby designate Major General
Lance
G.
Curtis, U.S. Army, to lead the PCS JTF. In this role, he shall provide bi-weekly reports
directly to me.
Authorities. The head
of
the PCS JTF is vested with the authority to :
• Approve short-term solutions as outlined
in
the May 20, 2025 memorandum, and
make recommendations for my approval on long-term policy changes to the DP3.
• Authorize reimbursement for Personally Procured Moves at either:
- 100%
of
the Government' s constructed "Best Value" Tender
of
Service rate; or
- 130%
of
the Global Household Goods Contract rate;
• Issue guidance for implementation
of
the DP3 .
Suppo
rt
to
the PCS JTF. The following offices shall maintain a coordinating
relationship with the PCS JTF, providing necessary assistance and support:
• Office
of
the USD(A&S);
• Office
of
the USD(P&R);
• Office
of
the Assistant to the Secretary
of
Defense for Public Affairs;
• U.S . Transportation Command Defense Personal Property Management Office
(USTRANSCOM DPMO).
Additionally, USTRANSCOM DPMO personnel shall furnish operational support to the
PCS JTF, ensuring the highest standards
of
moving services for military personnel, civilian
employees, and their families.
