Purpose:
• In accordance with the authority in DoD Directive 5124.02, this issuance establishes policy, assigns
responsibilities, and provides direction for the DoD TAP.
• In accordance with the authority in DoD Instruction (DoDI) 5105.18; the August 15, 2013
Interagency Statement of Intent Among the DoD, Department of Veterans Affairs (VA), Department of
Labor (DOL), Department of Education (ED), United States Office of Personnel Management, and the
United States Small Business Administration (SBA); and the January 31, 2014 Memorandum of
Understanding Among the DoD, VA, DOL, ED, Department of Homeland Security (DHS) (United
States Coast Guard (USCG)), United States Office of Personnel Management, and the SBA regarding
the Transition Assistance Program for Service Members Transitioning from Active Duty (referred to in
this issuance as the Transition Assistance Program Memorandum of Understanding (TAP MOU)),
establishes an interagency governance structure composed of the Transition Assistance Program
Executive Council (TAP EC), Senior Steering Group (SSG), and subordinate working groups in support
of Chapter 58 of Title 10, United States Code (U.S.C.).
