Purpose. Update policy, assign responsibilities, and
prescribe procedures, per references (a) and (b), and execute
the Code of Conduct for Members of the Armed Forces of the
United States, enclosure (1).
2.
Cancellation. SECNAVINST 1000.9A.
3.
Applicability. This instruction applies to the Office of
the Secretary of the Navy (SECNAV), the Chief of Naval
Operations (CNO), the Commandant of the Marine Corps (CMC), and
all U.S. Navy and U.S. Marine Corps installations, commands,
Activities, field offices, and all other organizational
entities within the DON.
4. Policy. The Code of Conduct was established by E.O. 10631
(amended by E.O. 11382, E.O. 12017 and E.O. 12633) to provide
standards of behavior for members of the Armed Forces in
combat and captivity. It consists of six articles. The
executive order requires that all members of the Armed Forces
be "provided with specific training and instruction designed
to better equip them to counter and withstand all enemy
efforts against them,
and shall be fully instructed as to the
behavior and obligations expected of them during combat or
captivity.”
