1. Purpose. To prescribe regulations and procedures for
effecting permanent promotions to the grade of lieutenant
(junior grade) in the Navy and to the grade of first lieutenant
in the Marine Corps in accordance with references (a) through
(d).
2. Cancellation. SECNAVINST 1412.6L.
3. Applicability
a. This instruction applies to all ensigns on the Active-
Duty List (ADL) and Reserve Active-Status List (RASL) of the
Navy and all second lieutenants on the ADL and RASL of the
Marine Corps.
b. Reference (a), sections 630 and 14503, and reference (c)
and (e), govern the discharge of ensigns and second lieutenants
who are found not qualified for promotion to the grade of 0-2
pursuant to this instruction.
