1. Purpose
a. To provide a comprehensive Department of the Navy (DON)
policy for all military personnel on the identification,
response, reporting, prevention, and elimination of harassment;
including, but not limited to, cyberharassment, discriminatory
harassment, hazing, bullying, and stalking in accordance with
the guidance provided by references (a) through (n). See
enclosure (1) for a listing of these references.
b. Significant changes include expansion of policy to
address all forms of non-sexual harassment. Additionally, this
instruction incorporates policy and responsibilities promulgated
in reference (a).
c. The Navy’s sexual harassment response policies are
governed by references (b) and (c), and are not covered in this
instruction.
2. Cancellation. SECNAVINST 1610.2A.
3. Definitions. Interpretation of this instruction shall be
governed by the definitions in enclosure (2) and reference (a).
4. Applicability
a. This instruction applies to all DON military personnel,
specifically: active duty military personnel, both Regular and
Reserve; midshipmen of the Naval Academy and the Naval Reserve
