to the Traumatic Injury Service members’ Group Life
Insurance Appeals Board
1. Purpose. To establish procedures, responsibilities, and the
appeals process for the implementation of the Traumatic Injury
Service members’ Group Life Insurance (TSGLI) Program within the
Department of the Navy (DON).
2. Cancellation. SECNAVINST 1770.4.
3. Applicability. This instruction applies to the Office of
the Secretary of the Navy (SECNAV), the Chief of Naval
Operations (CNO), the Commandant of the Marine Corps (CMC), and
all U.S. Navy, U.S. Marine Corps installations, commands,
activities, field offices, and all other organizational entities
within the DON.
4. Background. Reference (a), signed by the President of the
United States on 11 May 2005, established a Traumatic Injury
Protection Insurance program under the auspices of the Service
members’ Group Life Insurance (SGLI) program. All Service
