(3) Responsibilities
1. Purpose. To implement reference (a) within the Department
of the Navy (DON) by promulgating regulation and guidance to
ensure that all DON personnel, contractor personnel and
subcontractors, including Coast Guard personnel when operating
under the DON pursuant to reference (b), comply with the law of
