1. Purpose
a. This instruction implements the Department of the Navy
(DON) Critical Infrastructure Protection (CIP) Program per
references (a) through (n) and establishes DON CIP policy and
processes that align with the Department of Defense (DoD) Mission
Assurance Strategy, per reference (o). The DON CIP Program assures
the availability of assets and infrastructure that are critical to
planning, mobilizing, deploying, executing, and sustaining core DON
capabilities, missions, and military operations.
b. Significant changes found in this revision include updated
organizational responsibilities (enclosure (2)) and risk management
guidance (enclosure (3)), and the appointment of the Deputy Under
Secretary of the Navy for Policy (DUSN (P)) as DON Office of
Primary Responsibility (OPR) for the CIP Program, per reference
(a).
