Picketing on Naval Installations
1. Purpose. To establish Department of the Navy (DON) policies
and procedures to fully execute its operational responsibilities
regarding contractor labor relations and standards.
2. Cancellation. SECNAV INSTRUCTION 4200.36A.
3. Summary of Changes. This instruction updates references to
supplemental regulations, organization names, and related
telephone numbers, and e-mail addresses, and removes contracting
officer responsibilities, directing them to FAR Part 22, DFARS
Part 222, PGI Subpart 222, and NMCARS Part 5222.
4. Applicability. This instruction applies to all DON
personnel involved directly or indirectly in contractor labor
relations matters and contract labor standards.
5. Policy
a. The collective bargaining rights and obligations of
employers (including contractors), employees, and employee
