1. Purpose. To implement the provisions, consistent with the
guidance in references (a) through (c).
2. Cancellation. SECNAVINST 4535.3A.
3. Applicability. The provisions of this instruction are
applicable to all U.S. Navy and U.S. Marine Corps activities in
the 50 states, the District of Columbia, Puerto Rico, American
Samoa, Guam, and the U.S. Virgin Islands.
4. Policy. References (b) and (c) require the establishment of
a vending facility program for the blind on federal property.
It is Department of the Navy (DON) policy to strive to provide
blind persons with remunerative employment, economic
opportunity, and financial self-sufficiency through the
operation of vending facilities including stands, snack bars,
cafeterias, and automatic vending machines. In addition to
compliance with the policies and standards stated in references
(a) through (c), the DON shall:
a. Deny any State Licensing Agency application for a
permit, or proposal for a contract, that employs only non-blind
individuals, or in which the State Licensing Agency
subcontracts, assigns, or otherwise enters into arrangements
with non-blind individuals, companies, organizations or other
entities that fail to maximize employment opportunities for
blind vendors.
