1. Purpose
a. This notice establishes additional policies and
procedures, recommended by reference (a) and in guidance with
references (b) through (k), for ensuring provisions in reference
(f) on International Military Student Officers (IMSO) and
Country Liaison Officers (CLO) are adhered to throughout the
Department of the Navy (DON), United States Marine Corps (USMC),
and United States Coast Guard (USCG) organizations, as
authorized by reference (b).
b. As recommended by reference (a), this notice establishes
additional guidance to support the free exercise of religion
established in reference (c) for CLOs and International Military
Students (IMS).
2. Applicability. This notice applies to the Offices of the
Secretary of the Navy, the Chief of Naval Operations, the
Commandant of the Marine Corps, and all United States Navy and
USMC installations, commands, activities, and field offices that
interact with IMSs. In accordance with reference (b) and as
implemented through USCG policy issuances, this also applies to
