1. Purpose. To approve Commander, Naval Education and Training Command (NETC),
request to disestablish Center For Information Warfare Training (CIWT) detachment (DET) Fort
Gordon, GA and to upgrade IWTC Virginia Beach Learning Site Groton, CT to IWTC Virginia
Beach DET Groton.
2. Scope and Applicability. This notice is applicable to Commander, NETC; Commanding
Officer, CIWT; Commanding Officer, IWTC Corry Station; Officer in Charge, CIWT DET Fort
Gordon; Commanding Officer, IWTC Virginia Beach; Director, IWTC Virginia Beach Learning
Site Groton.
3. Background. Disestablishment of CIWT DET Fort Gordon is prudent due to the realignment
of all cryptologic technician rating courses of instruction and, consequently, all related
manpower reductions at CIWT DET Fort Gordon. A small Learning Site with the same UIC will
remain at Fort Gordon and realign under IWTC Corry Station. Establishment of IWTC Virginia
Beach DET Groton from existing Learning Site is necessary due to significant manpower and
requirements growth, increased Information Systems Technician (submarine) courses of
instruction and student throughput, as well as to construct legal authority over the growing
CIWT staff. An O-4 Officer in Charge enables the DET to provide necessary leadership and
exercise Title 10 authority and oversight. Additionally, a fully authorized OIC billet at IWTC
Virginia Beach DET Groton will put it on a level commensurate with other tenant commands in
Groton.
