1. Purpose. To further implement references (a) through (c)
and facilitate optimal integration of Center for Naval Analyses
(CNA) with the Office of the Chief of Naval Operations (OPNAV)
staff.
2. Background. The roles and missions of federally funded
research and development centers (FFRDC) are set forth in part
35 of reference (a), and reference (b). As outlined in
reference (c), CNA is an FFRDC sponsored by the Department of
the Navy (DON). The Assistant Secretary of the Navy for
Research, Development and Acquisition serves as the Secretary of
the Navy’s representative for management purposes. CNA's
mission in support of DON is to provide authoritative,
independent research, analysis, and technical support focusing
on major present and future issues affecting the Navy, Marine
Corps, and other Department of Defense (DoD) organizations. As
the only DON-sponsored FFRDC, CNA enjoys a unique relationship
with the DON, requiring special access to government and
supplier data beyond that which is common in a normal
contractual relationship. CNA assists DON, and other DoD senior
leaders in Washington, the fleets, Marine forces, and
operational forces worldwide by conducting a continuing program
of research and analysis bearing on the development and
application of naval and other DoD capabilities. CNA personnel
are regularly assigned to provide embedded support to
operational and forward-deployed forces engaged in the full
