1. Purpose. To publish delegated authorities to Commander, U.S. Fleet Forces Command
(COMUSFLTFORCOM) under authority of the Secretary of the Navy (SECNAV) and Chief of
Naval Operations (CNO) and the missions, functions, and tasks of COMUSFLTFORCOM as a
shore-based fleet activity, per references (a) through (av) located in enclosure (1). This revision
includes the addition of U.S. Navy (USN) component commanders (NCC) and maritime
operations center (MOC) functions and tasks. This instruction is a complete revision and should
be reviewed in its entirety.
2. Cancellation. OPNAVINST 5440.77B.
3. Scope and Applicability. This instruction applies to COMUSFLTFORCOM and all
subordinate commands.
4. Authorities.
a. CNO delegates to COMUSFLTFORCOM Title 10, U.S. Code authorities to man, train,
equip, and maintain assigned USN forces per references (a) through (c), located in enclosure (1).

b. COMUSFLTFORCOM is the budget submitting office (BSO) with financial
management authority and responsibility under reference (d) for assigned forces, shore activities,
military and civilian personnel, infrastructure, and budget.
c. CNO delegates to COMUSFLTFORCOM the authority to generate and communicate
Navy global force management solutions to joint staff concerning general purpose forces and ad
hoc forces, whether assigned, unassigned, allocated, or service retained, per reference (e).
