1. Purpose
a. To publish the mission, functions, tasks, and reporting relationships of Director, Strategic
Systems Programs (DIRSSP), Washington Navy Yard, Washington, D.C., per references (a)
through (k).
b. This revision includes DIRSSP’s responsibility to conduct completion inspections to
certify shore based nuclear weapons (NW) facilities and designated equipment; assigns DIRSSP
as the Navy Nuclear Deterrence Mission Oversight Council (NNDMOC) executive secretary;
describes DIRSSP’s role as the Navy Nuclear Deterrence Mission (NNDM) regulatory lead;
assigns DIRSSP as the primary observer for the NW Council; and tasks DIRSSP to provide
independent regulatory-quality oversight of NW activities executed ashore and afloat. This
instruction is a complete revision and should be reviewed in its entirety.
