1. Purpose.
a. To publish the missions, functions and tasks of Commander, U.S. Naval Forces Southern
Command (COMUSNAVSOUTH) and Commander, U.S. FOURTH Fleet
(COMFOURTHFLT).
b. This instruction is a complete revision and should be reviewed in its entirety.
2. Cancellation. OPNAVINST 5450.344A.
3. Scope and Applicability. This instruction applies to all military personnel, liaison officers,
DoD civilians and civilian contractors who, in the performance of their duties, draft and release
messages on behalf of COMUSNAVSOUTH/COMFOURTHFLT.
4. Authorities.
a. Authorities as Navy Component Commander (NCC) responsible to Commander, U.S.
Southern Command (USSOUTHCOM) for all Navy activities in the USSOUTHCOM Area of
Responsibility (AOR). COMUSNAVSOUTH exercises operational control (OPCON) of forces
delegated from USSOUTHCOM and U.S. Naval Station (NAVSTA) Guantanamo Bay, Cuba.
USSOUTHCOM has delegated executive agent (EA) responsibilities for Cooperative Security
Location (CSL) Comalapa, El Salvador and EA for Force Protection (FP) at NAVSTA GTMO.
