(2) Functions and Tasks of COMNAVFACSYSCOM
1. Purpose. To publish the mission, functions and tasks of Commander, Naval Facilities
Engineering Systems Command (COMNAVFACSYSCOM) in compliance with reference (a).
2. Cancellation. OPNAVINST 5450.348.
3. Mission. Per reference (b), it is COMNAVFACSYSCOM’s mission to be the naval shore
facilities, base operating support and expeditionary engineering systems command (SYSCOM)
that delivers life-cycle and acquisition solutions aligned to Fleet and Marine Corps priorities.
4. Scope and Applicability.
a. Per Section 2851 of reference (c) and as assigned in reference (d),
COMNAVFACSYSCOM is a Department of Defense (DoD) construction agent, assigned the
design and construction execution responsibilities associated with the military construction
program.
b. As assigned in reference (e), COMNAVFACSYSCOM acts for Assistant Secretary of the
Navy (Research, Development and Acquisition) and exercises the authority of the naval
acquisition executive to manage and serve as the authority for construction, facility and
contingency engineering programs, including those in support of other SYSCOMs, program
executive offices, direct reporting program managers, program managers and their assigned
acquisition programs.
c. As assigned in reference (f), COMNAVFACSYSCOM executes on behalf of the Assistant
Secretary of the Navy (Energy, Installations and Environment) acquisition authority, use,
management and disposal actions of real property.
