1. Purpose. To publish the mission, functions, and tasks of the Naval Intelligence Activity
(NIA) per reference (a), and to delegate authorities to Director, NIA as set forth in references (b)
through (f). This version revises NIA’s mission to direct, oversee, and manage the collection,
analysis, production, and dissemination of maritime intelligence in support of Department of the
Navy, Department of Defense, intelligence community (IC), and national decision makers; to
synchronize intelligence activities across the naval intelligence enterprise with other elements of
the IC; and, as a secondary mission, provide direct support to the Director of Naval Intelligence
(DNI) and other elements of the Office of the Chief of Naval Operations as directed by DNI.
This instruction is a complete revision and should be reviewed in its entirety.
2. Cancellation. OPNAVINST 5450.353.
3. Applicability. The provisions of this instruction are applicable throughout NIA.
4. Authorities
a. The Chief of Naval Operations (CNO) delegates to Director, NIA authority, under
references (b) through (e), to conduct operations and activities necessary to accomplish the
mission, function, and tasks (MFT) set forth in, and implied by, this instruction. Director, NIA,
will exercise that authority under the direction and control of the DNI.
b. NIA has been designated as budget submitting office 15 (BSO 15) with financial
management authority and responsibility under reference (f) for assigned forces; shore activities;
