military
justice
system
operates
to
ensure
good
order
and
discipline
is
maintained
and
for
the
protection
of
persons
and
property.
Without
the
cooperation
of
victims
and
witnesses,
the
military
justice
system
would
cease
to
function.
In
order
to
ensure
the
needs
of
the
victims
are
