Purpose: In accordance with the authority in DoD Directive 5124.02 and pursuant to Section 509 of
Title 32, United States Code (U.S.C.), this issuance:
• Establishes policy, assigns responsibilities, and provides direction for executing a National Guard
civilian youth opportunities program.
• Describes the program goals, responsibilities of the implementing officials, and relationships
between OSD, the National Guard Bureau (NGB), and the Governors of the States or territories, or the
Commanding General of the District of Columbia National Guard, for implementing the National Guard
Youth Challenge Program (NGYCP).
